The Resistance has been implementing necessary trial differing from person to person to some surface volunteers who are seriously preparing for joining the Resistance. As mentioned in the Cobra interview, only the surface Event individuals or groups who pass the test of the Resistance probably contact the Resistance and cooperate with them during the Event.
Those people who undergone test and adjusting will have a tremendous change from all aspects of the body and mind to truly cooperate with the Resistance and accomplish their important mission.
Some of them will pass the test. Only passing the test, they just can have the basic ability to accomplish important missions in the future. In order to enable them to have sufficient capability to undertake the mission, the Resistance are not ambiguous about this part.
The Pleiadian fleet releases some advanced healing subtle nano-powders that are similar to the stardust but have completely different effect to relieve the symptoms of immune system or lesion part, but not everyone can receive similar healing, and obvious reaction can appear in some people's body.
